Kerala Faces Infrastructure Deficit, Needs More Than Budgetary Funds

The Hindu · india

Former Kerala Finance Minister T.M. Thomas Isaac highlighted the state's significant infrastructure deficit, which lags behind other Indian states with a capital expenditure to GSDP ratio of only 1.34%. This gap, persisting for five decades, impedes industrial investment and cannot be overcome by budgetary resources alone. Isaac stressed the importance of mechanisms like KIIFB for raising funds and criticized a recent expert committee for ignoring the state's development needs within federal constraints. He advocated for innovative financing to address the infrastructure gap.
