Raja Kumar and Aditya Kumar, natives of Bihar's border town Raxaul, were apprehended in a joint operation by Andhra Pradesh Counter Intelligence Cell and Bihar Anti-Terrorism Squad. They are accused of sharing One-Time Passwords of Indian SIM cards with Pakistan Intelligence Operatives for espionage activities.
