SC Questions UPI Charges, Seeks Govt Explanation

The Supreme Court has questioned the legal basis for new charges on UPI transactions above ₹2,000, seeking an affidavit from the government. While declining to stay the levy, the apex court issued notices to the RBI and NPCI. The government explained the Merchant Discount Rate (MDR) is a settlement fee between payment participants, not a tax collected by the Centre. The court questioned the executive's authority to impose such charges and the rationale behind the ₹2,000 threshold, as the new levies are set to take effect on October 15.

ने ₹2,000 से ऊपर के UPI ट्रांजेक्शन पर नए चार्ज के कानूनी आधार पर सवाल उठाया है और सरकार से हलफनामा मांगा है। हालांकि, शीर्ष अदालत ने इस लेवी पर रोक लगाने से इनकार कर दिया, लेकिन RBI और NPCI को नोटिस जारी किया। सरकार ने समझाया कि Merchant Discount Rate (MDR) पेमेंट पार्टिसिपेंट्स के बीच एक सेटलमेंट फीस है, न कि केंद्र द्वारा वसूला जाने वाला टैक्स। अदालत ने ऐसे शुल्क लगाने के लिए कार्यपालिका के अधिकार और ₹2,000 की सीमा के पीछे के तर्क पर सवाल उठाया, क्योंकि नई लेवी 15 अक्टूबर से लागू होने वाली हैं।
