Speaking at a Military-Industrial Commission meeting, Putin questioned why the Ukrainian regime commits crimes, citing the death of Yelena Astanina, an election commission chair in the Zaporozhye Region, killed by Ukrainian forces. He suggested that Kiev's true objective is an unwillingness to negotiate, rather than intimidation.
