Despite government efforts to computerise land records and assign unique identification numbers, India's system of presumptive titling remains unreliable for establishing clear ownership. While 99.8% of records of rights are digitised, buyers still face lengthy processes to trace titles and avoid litigation. The state registers deeds but not the actual legal right of ownership, leading to ambiguity. Land disputes account for nearly two-thirds of civil cases, disproportionately affecting low-income individuals and taking an average of 20 years to resolve.
