IIT-B Report Recommends Cutting UPI MDR, Banks Forgo Share

Times of India - Business · business

A report by IIT-Bombay professors suggests reducing the Merchant Discount Rate (MDR) on UPI transactions above Rs 2,000 from 0.40% to 0.08%. The study proposes that banks, which currently receive the largest share of MDR revenue, should forgo their portion. Authors argue banks already earn substantial interest margins from CASA deposits, estimated at over Rs 4.85 lakh crore in FY26. They suggest banks use these funds to support the UPI ecosystem instead of relying on MDR. The report also questions high transaction charges on large UPI payments.
