Kerala Urged to Expand Own Revenue Base, Treat Lottery Receipts Prudently

The paper, 'State of Kerala State Revenue: Rich State, Thin Treasury,' advises treating lottery receipts prudently as a volatile income source, not a stable one for expenditure commitments. Authors noted that while Kerala raises a high percentage of revenue from its own sources, this share is growing against a shrinking overall revenue relative to the state's economy.
