Since 2001, India has accounted for 3% of global deaths resulting from terrorism and counter-insurgency operations, ranking seventh worldwide. Iraq recorded the highest share of deaths at 22%, followed by Afghanistan at 20% and Nigeria at 9%. The United States accounted for 1% of these fatalities. Globally, the proportion of civilians killed in terror attacks has slightly increased from 27% in 2001 to 28% by August 2025. Conversely, the share of security forces killed has declined significantly.
