The court directed authorities to prioritize action in exclusively residential zones while maintaining the status quo in areas with unclear land use. This interim protection applies to traders in mixed-use areas, though it does not cover unauthorized constructions.

सुप्रीम कोर्ट ने भुवनेश्वर में मिश्रित उपयोग वाले क्षेत्रों में व्यावसायिक प्रतिष्ठानों को सील करने पर अस्थायी रोक लगा दी है। इससे उन हजारों छोटे व्यापारियों को राहत मिली है जो ऐसे क्षेत्रों में काम कर रहे हैं जिन्हें पूरी तरह से आवासीय या व्यावसायिक के रूप में स्पष्ट रूप से नामित नहीं किया गया है। अदालत ने अधिकारियों को पूरी तरह से आवासीय क्षेत्रों में कार्रवाई को प्राथमिकता देने का निर्देश दिया है, जबकि अस्पष्ट भूमि उपयोग वाले क्षेत्रों में यथास्थिति बनाए रखी जाए। यह अंतरिम सुरक्षा मिश्रित उपयोग वाले क्षेत्रों के व्यापारियों पर लागू होती है, हालांकि इसमें अनधिकृत निर्माण शामिल नहीं हैं।
