BRICS Carbon Market Partnership Needs Common Rulebook, Not Trading Platform

BRICS members are set to implement a Memorandum of Understanding on a Carbon Markets Partnership, as confirmed at the 18th BRICS Summit in New Delhi. The current commitment focuses on capacity-building and experience-sharing, without establishing a trading framework, targets, or timelines. While several BRICS nations operate voluntary markets and have maturing compliance systems, these markets are not currently linked. Operationalising the partnership effectively requires a unified rulebook rather than a common trading platform, given the diverse existing systems within member countries.
