Chief Justice of India Surya Kant emphasized that children in conflict with the law need to be understood, not merely heard, as they often struggle to articulate themselves before authorities. He noted that many such children were previously in need of care and protection, highlighting that the Juvenile Justice Act prioritizes restoration over retribution. The Act presumes innocence for those under 18, favors diversion and counselling over confinement, and aims to provide a fresh start.

भारत के मुख्य न्यायाधीश सूर्यकांत ने ज़ोर दिया कि कानून से उलझे बच्चों को सिर्फ सुना नहीं, बल्कि समझना भी ज़रूरी है, क्योंकि वे अक्सर अधिकारियों के सामने खुद को व्यक्त करने में संघर्ष करते हैं। उन्होंने बताया कि ऐसे कई बच्चे पहले देखभाल और सुरक्षा की ज़रूरत में थे, और इस बात पर प्रकाश डाला कि जुवेनाइल जस्टिस एक्ट सज़ा से ज़्यादा बहाली को प्राथमिकता देता है। यह एक्ट 18 साल से कम उम्र के लोगों के लिए बेगुनाही मानता है, सज़ा के बजाय डायवर्ज़न और काउंसलिंग को तरजीह देता है, और एक नई शुरुआत देने का लक्ष्य रखता है।
