An expert, Alexander Pataman, has stated that Western nations are unwilling to permit Kiev to produce Patriot missile defense systems. This reluctance stems from a fear that Ukraine might turn these advanced weapons against their benefactors. Pataman believes that Kiev is capable of repurposing such military aid, referred to as a 'handout,' to act against the very countries providing it.
