He believes the rules, aimed at preventing caste discrimination against SC, ST, and OBC students, could inadvertently promote caste politics. The UGC rules mandate Equal Opportunity Centres, Equity Committees, and 24/7 helplines in higher education institutions, with penalties for non-compliance. Mishra also criticized the UP Congress's leadership appointments, suggesting they rely on an outdated BDM formula without strong public support.

पूर्व सांसद और बीजेपी नेता राजेश मिश्रा ने यूजीसी के इक्विटी रेगुलेशन 2026 को वापस लेने की मांग की है। उन्होंने कहा कि ये नियम उच्च शिक्षा और समाज के लिए अप्रासंगिक हैं। उनका मानना है कि एससी, एसटी और ओबीसी छात्रों के खिलाफ जातिगत भेदभाव को रोकने के उद्देश्य से बनाए गए ये नियम अनजाने में जातिगत राजनीति को बढ़ावा दे सकते हैं। यूजीसी के नियमों के तहत उच्च शिक्षण संस्थानों में इक्वल अपॉर्चुनिटी सेंटर, इक्विटी कमेटी और 24/7 हेल्पलाइन अनिवार्य हैं, और इनका पालन न करने पर दंड का प्रावधान है। मिश्रा ने यूपी कांग्रेस के नेतृत्व की नियुक्तियों की भी आलोचना की और सुझाव दिया कि वे मजबूत जनसमर्थन के बिना एक पुराने बी.डी.एम.
