This operation, ongoing for over three years, has attracted massive pigeon flocks and triggered a severe rat infestation, causing property damage. Despite escalating enforcement efforts and a final warning letter, Seid has continued the feeding and paid all fines. City officials are now considering legal action to stop the activity and address the damage to the park.
