गोवा के उच्च शिक्षा निदेशालय ने सभी शिक्षण संस्थानों को निर्देश दिया है कि सेमिनार के लिए किसी बाहरी वक्ता को बुलाने से पहले सरकार से पूर्व अनुमति ज़रूर लें। यह नियम राज्य के सभी कॉलेजों और विश्वविद्यालयों पर लागू होगा। इसका मकसद यह सुनिश्चित करना है कि वक्ता और उनकी बातें शैक्षिक मानकों के अनुरूप हों और कोई विवादास्पद या अनुचित सामग्री न फैले।
