Azerbaijan is experiencing protests and arrests following new rules banning pupils from wearing clothes that violate secularism in education, with the hijab being a focal point. English teacher Gulshan Aliyeva was denied entry to her school, and her daughter was also barred from high school in Baku. Aliyeva cited the Labour Code's prohibition of employment discrimination. Authorities reported 37 detentions for disrupting public order. The head of the Caucasus Muslims Board acknowledged the hijab as an obligation but urged protesters not to disturb schools.
