After a 40-year wait, draft heritage bylaws for Old Goa's World Heritage Site have been prepared, aiming to guide development within 300 meters of protected monuments. However, experts have identified critical gaps in enforcement, mapping, and height restrictions. Concerns were also raised about the limited public consultation process, as the draft was not adequately publicised locally. These omissions could potentially undermine the effectiveness of the new regulations in safeguarding Goa's fragile historical legacy.
