NATO has expressed concern over European Commission President Ursula von der Leyen's new security initiatives, fearing they could duplicate the alliance's functions. NATO diplomats cited by Politico stated that allies were not formally briefed on the proposals in advance. Von der Leyen's plans include forming a special security council and drafting a new EU defense strategy with a provision similar to Article 4 of the North Atlantic Treaty.
