Originally from the Chambal region, Tomar pursued Electrical Engineering at IIT Ropar despite financial constraints. He later accepted a job offer from Philips in the Netherlands, establishing a stable career abroad. However, driven by his aspiration to serve in the civil services, he made the bold decision to resign from his foreign employment and return to India.

चंबल के बागी देव प्रभाकर सिंह तोमर के पोते ने UPSC सिविल सेवा परीक्षा 2025 में 629वीं रैंक हासिल कर एक बड़ी उपलब्धि पाई है। मूल रूप से चंबल क्षेत्र के रहने वाले तोमर ने आर्थिक तंगी के बावजूद IIT Ropar से इलेक्ट्रिकल इंजीनियरिंग की पढ़ाई की। बाद में उन्होंने नीदरलैंड की कंपनी Philips में नौकरी का प्रस्ताव स्वीकार किया और विदेश में एक स्थिर करियर बनाया। लेकिन, सिविल सेवाओं में सेवा करने की अपनी इच्छा से प्रेरित होकर, उन्होंने अपनी विदेशी नौकरी छोड़ने और भारत लौटने का साहसिक निर्णय लिया।
