Employees are defying orders to implement a new bottle collection scheme and limit cash payments. The strike has led to significant drops in sales and government revenue, with overall sales down 50% and beer sales falling 55%. The government has threatened to recruit new personnel if employees do not return to work, suspending 164 workers so far.
