The Supreme Court proposed methods for states to recover approximately ₹20,000 crore in unpaid traffic challan fines. Justices JB Pardiwala and KV Viswanathan suggested linking outstanding fines to electricity bills, noting that non-payment could lead to power disconnection. Other discussed measures include preventing vehicle registration renewal, blocking ownership transfers, and withholding fitness and PUC certificates until fines are cleared. The court emphasized the need for effective recovery mechanisms beyond simply issuing challans to address the significant pending dues.
