Supreme Court judge Justice BV Nagarathna highlighted significant implementation challenges in India's Juvenile Justice Act, 2015. She noted that while the law is clear on paper, its practical application faces hurdles, particularly concerning the treatment of children in conflict with the law. Justice Nagarathna questioned the consistency and expertise of Juvenile Justice Boards in conducting preliminary assessments and pointed to a high pendency rate of over 55% in cases across 18 states as of October 2023.

सुप्रीम कोर्ट की जज जस्टिस BV नागरत्ना ने भारत के जुवेनाइल जस्टिस एक्ट, 2015 के लागू होने में बड़ी दिक्कतें बताईं। उन्होंने कहा कि कानून कागज़ पर तो ठीक है, लेकिन असल में इसे लागू करने में मुश्किलें आ रही हैं, खासकर कानून के साथ दिक्कत में आए बच्चों के साथ बर्ताव को लेकर। जस्टिस नागरत्ना ने जुवेनाइल जस्टिस बोर्ड की शुरुआती जांच करने में एकरूपता और विशेषज्ञता पर सवाल उठाए और अक्टूबर 2023 तक 18 राज्यों में 55% से ज़्यादा मामलों के लंबित होने की बात कही।
