A civil society group in Jammu and Kashmir has raised concerns over new 'Ease of doing Business' and 'Ease of Living' rules, warning they will lead to extensive construction in residential areas. The rules reportedly allow white and green industries in residential zones, with relaxed permission requirements, potentially causing significant environmental damage and dust pollution. Former IAS officer Khursheed Ganai stated these provisions could create a 'concrete jungle' without adequate regulation.

जम्मू-कश्मीर के एक सिविल सोसाइटी समूह ने 'ईज़ ऑफ़ डूइंग बिज़नेस' और 'ईज़ ऑफ़ लिविंग' के नए नियमों पर चिंता जताई है। उन्होंने चेतावनी दी है कि इससे रिहायशी इलाकों में बड़े पैमाने पर निर्माण होगा। खबरों के मुताबिक, इन नियमों से रिहायशी इलाकों में सफ़ेद और हरे उद्योगों की अनुमति मिल जाएगी, जिसमें अनुमति की ज़रूरतें भी कम कर दी गई हैं। इससे पर्यावरण को काफ़ी नुकसान और धूल प्रदूषण हो सकता है। पूर्व IAS अधिकारी खुर्शीद गनाई ने कहा कि इन प्रावधानों से बिना उचित नियमन के एक 'कंक्रीट का जंगल' बन सकता है।
