Turkey has stated it will not send troops for offensive operations against Yemen's Houthis, despite the Mecca Joint Defence Agreement with Saudi Arabia and Pakistan. Foreign Minister Hakan Fidan indicated Ankara would focus on strengthening Saudi defences through air defence, electronic warfare, intelligence, and technical support. This decision comes amid escalating Houthi attacks and efforts by Saudi-backed forces to regain territory. While the defence pact mandates collective defence, Turkey clarified it does not cover offensive wars, raising questions about its commitment to supporting Saudi Arabia.
