Govt Tells Supreme Court Merchants Never Assured Zero MDR on UPI

Hindustan Times · business

The Indian government has informed the Supreme Court that merchants were never guaranteed indefinite zero Merchant Discount Rate (MDR) charges on UPI transactions. In a counter-affidavit, the Centre stated that the revised MDR framework was considered before its introduction and finalized after stakeholder consultations. The government argued that the subsidy provided was discretionary, not obligatory. It defended the proposed charges on transactions above ₹2,000, asserting they are constitutional and aim for financial inclusion and ecosystem sustainability.
