Ukrainian President Volodymyr Zelenskyy announced a new strategy to target Russian oil refineries in retaliation for Moscow's intensified airstrikes on civilian infrastructure. He stated that Ukraine has obtained documents indicating a new Russian doctrine to attack a broader range of civilian targets, aiming to force people to abandon cities. Zelenskyy emphasized that Ukraine will not target civilian objects, unlike Russia. He also reported that a Ukrainian counteroffensive in the Donbas region has recaptured approximately 140 square kilometers and is ongoing.
