A California couple, Silvia Zhang and Guojun Xuan, have been arrested on multiple child abuse charges following an investigation into a surrogacy scheme involving at least 21 children. Prosecutors are seeking $100 million bail due to the severity of the charges and flight risk. Fifteen children were removed from their home last year after an abuse allegation, with ages ranging from two months to 13 years. The couple allegedly operated a surrogacy agency from their home, using surveillance to monitor nannies inflicting abuse on the children.
