India's first secretary, Bhavika Mangalanandan, accused Pakistan's civilian governments of serving at the mercy of its army and rarely completing their terms. She further alleged that Pakistan uses cross-border terrorism to distract from domestic discontent and human rights violations. India highlighted that elections were held in Jammu and Kashmir with a peaceful transfer of power, contrasting it with Pakistan's situation.
