Supreme Court judge Justice Ujjal Bhuyan stated that mass exclusion of voters from electoral rolls is fatal to the Constitution. Speaking at NALSAR, Hyderabad, he emphasized that any process disenfranchising millions, turning them into second-class citizens without voting rights, is intrinsically arbitrary. Such actions violate universal adult suffrage and the right to equality. Justice Bhuyan asserted that no amount of deflection can justify such large-scale disenfranchisement.

सुप्रीम कोर्ट के जज जस्टिस उज्ज्वल भुइयां ने कहा कि बड़े पैमाने पर मतदाताओं को चुनावी सूची से बाहर करना संविधान के लिए घातक है। हैदराबाद में NALSAR में बोलते हुए, उन्होंने जोर दिया कि लाखों लोगों को वोट देने के अधिकार से वंचित करने वाली कोई भी प्रक्रिया, उन्हें दूसरे दर्जे का नागरिक बनाती है, वह स्वाभाविक रूप से मनमानी है। ऐसे कार्य सार्वभौमिक वयस्क मताधिकार और समानता के अधिकार का उल्लंघन करते हैं। जस्टिस भुइयां ने दावा किया कि किसी भी तरह का बचाव इतने बड़े पैमाने पर मताधिकार से वंचित करने को सही नहीं ठहरा सकता।
