El Salvador's President Nayib Bukele announced a plan to conditionally release up to half of the over 90,000 individuals arrested under a state of emergency aimed at curbing gang violence. The initiative, revealed Tuesday night, will focus on those deemed gang collaborators, a broad category that could include lookouts or extortion payers. Bukele stated that while many committed crimes, arresting everyone who collaborated with gangs would mean detaining 20% of the population.
