Isaias Remnants Bring Flooding to Appalachians; Southern California Hit by Rachel

The remnants of Tropical Storm Isaias have brought heavy rainfall and flooding risks to the central Appalachians and mid-Atlantic regions. Meanwhile, Tropical Storm Rachel is battering Southern California with rain and waves. At least four deaths have been linked to Isaias, including two in Florida and Alabama from falling trees and generator fumes. Western North Carolina experienced overflowing rivers and possible tornadoes in Virginia and North Carolina. Life-threatening surf conditions are expected along the Gulf and southeastern Atlantic coasts.
