A Kerala veterinary university committee has proposed a 10-year roadmap to manage stray dogs, shifting from sterilisation to adoption and scientific waste management. The plan, submitted to the Local Self-Government Minister, aims to eliminate human rabies deaths by 2030 and reduce stray dog density. It includes phases for adoption drives, shelter support, and sustained sterilisation, adhering to existing legal frameworks. The proposal suggests subsidies for adopting adult dogs and institutional adoption for guard duties, potentially saving government costs.
