UPI MDR Not Tax, Won't Cost Customers: FM

Finance Minister Nirmala Sitharaman clarified that the proposed Merchant Discount Rate (MDR) on certain UPI transactions above ₹2,000 is not a tax and will not be passed on to customers. She stated that merchants already absorb similar charges for card payments and that the government will not collect any revenue from this charge. This MDR is a commercial arrangement between payment ecosystem participants like banks and payment processors.

वित्त मंत्री निर्मला सीतारमण ने साफ किया है कि ₹2,000 से ऊपर के कुछ UPI ट्रांजैक्शन पर प्रस्तावित मर्चेंट डिस्काउंट रेट (MDR) कोई टैक्स नहीं है और यह ग्राहकों से नहीं लिया जाएगा। उन्होंने कहा कि व्यापारी पहले से ही कार्ड पेमेंट के लिए ऐसे चार्ज देते हैं और सरकार को इससे कोई कमाई नहीं होगी। यह MDR बैंकों और पेमेंट प्रोसेसर जैसे पेमेंट इकोसिस्टम के बीच एक व्यावसायिक व्यवस्था है।
