The Chandigarh administration has issued new directives to all departments, boards, and corporations to ensure transparency and fair competition in tenders for manpower engagement and service outsourcing. These instructions follow complaints that restrictive clauses were limiting participation. Departments must now strictly adhere to General Financial Rules and procurement manuals, ensuring eligibility criteria and tender conditions are objective, reasonable, and non-discriminatory. The administration aims to prevent arbitrary conditions, promote a level playing field, and strengthen fairness and accountability in public procurement processes.

चंडीगढ़ प्रशासन ने सभी विभागों, बोर्डों और निगमों को मैनपावर एंगेजमेंट और सर्विस आउटसोर्सिंग के लिए टेंडरों में पारदर्शिता और निष्पक्ष प्रतिस्पर्धा सुनिश्चित करने के लिए नए निर्देश जारी किए हैं। ये निर्देश इस शिकायत के बाद आए हैं कि प्रतिबंधात्मक खंडों ने भागीदारी को सीमित कर दिया था। विभागों को अब जनरल फाइनेंशियल रूल्स और प्रोक्योरमेंट मैनुअल का सख्ती से पालन करना होगा, यह सुनिश्चित करते हुए कि पात्रता मानदंड और टेंडर की शर्तें वस्तुनिष्ठ, उचित और गैर-भेदभावपूर्ण हों। प्रशासन का लक्ष्य मनमानी शर्तों को रोकना, एक समान अवसर को बढ़ावा देना और सार्वजनिक खरीद प्रक्रियाओं में निष्पक्षता और जवाबदेही को मजबूत करना है।
