Derbyshire County Council has been ordered to pay £50,000 in costs after blocking an 81-year-old retired teacher's garden access. Helene Ball proved a gate had been in use since the 1960s, establishing a right of way. Council workers cemented a fence panel across the gate in April 2023, blocking access for years. Ball described the council's behaviour as "babyish" and "beyond childish," stating she felt bullied.
