Congress Disputes Panel Chief On UPI MDR Claim

The Congress has contested Parliamentary Standing Committee on Finance chairperson Bhartruhari Mahtab's assertion that Opposition members supported exploring a merchant discount rate (MDR) on high-value UPI transactions. Congress MP Manish Tewari stated the committee's recommendation was only to "explore" a revenue model for sustaining the UPI ecosystem, not to levy a transaction fee. He clarified that the proposal to actually levy MDR had never come before the committee.

कांग्रेस ने वित्त पर संसदीय स्थायी समिति के अध्यक्ष भर्तृहरि महताब के इस दावे का खंडन किया है कि विपक्ष के सदस्यों ने उच्च-मूल्य वाले UPI लेनदेन पर मर्चेंट डिस्काउंट रेट (MDR) की खोज का समर्थन किया था। कांग्रेस सांसद मनीष तिवारी ने कहा कि समिति की सिफारिश केवल UPI इकोसिस्टम को बनाए रखने के लिए एक राजस्व मॉडल "खोजने" की थी, न कि लेनदेन शुल्क लगाने की। उन्होंने स्पष्ट किया कि MDR लगाने का प्रस्ताव कभी समिति के सामने नहीं आया था।
