A bench noted painful parallels with the 2012 Nirbhaya case, questioning progress in law enforcement mechanisms. The court emphasized that public spaces must not become high-risk zones due to administrative deficiencies. It stated that expressing solidarity is insufficient, demanding measurable responses and accountability from authorities responsible for public order and safety.
