A United Nations commission has determined that Russia's persistent attacks on Ukraine's energy infrastructure constitute war crimes, as they weaponize the winter cold. The Independent International Commission of Inquiry on Ukraine reported years of Russian assaults on heating plants, power lines, and other civilian targets since autumn 2022.
