Centre Amends Census Rules, Allows Private Teachers For Duty

Business Standard · india

The Centre has amended the Census Rules, 1990, permitting states and Union territories to appoint teachers from private aided or unaided institutions as enumerators. This change follows several high court stays on government orders requisitioning such staff for census duties. The notification specifies that teachers, clerks, or any suitable person can be appointed as census officers. Previously, courts had granted relief to private school teachers, questioning the government's authority to deploy them for census work, citing a lack of statutory power under the Census Act, 1948.
