Delhi Mandates Essentiality Certificate for Schools Seeking Institutional Land

Delhi has amended its school education rules, making an essentiality certificate mandatory for societies and trusts seeking institutional land for private schools. This certificate, issued by the lieutenant governor, will assess the need for the proposed school in the locality. The new rules, notified on September 30, modify the procedure for opening new schools, requiring applicants to obtain the certificate before land purchase or allotment. This change aims to ensure that new schools are established only where there is a genuine public need, modifying the previous intimation-based process.

दिल्ली ने अपने स्कूल शिक्षा नियमों में बदलाव किया है। अब निजी स्कूल खोलने के लिए जमीन मांगने वाले समाजों और ट्रस्टों को 'ज़रूरी होने का प्रमाण पत्र' लेना अनिवार्य होगा। यह प्रमाण पत्र उपराज्यपाल जारी करेंगे और यह देखेंगे कि उस इलाके में प्रस्तावित स्कूल की ज़रूरत है या नहीं। 30 सितंबर को जारी किए गए नए नियमों के अनुसार, स्कूल खोलने की प्रक्रिया में यह बदलाव किया गया है। जमीन खरीदने या आवंटित कराने से पहले आवेदकों को यह प्रमाण पत्र लेना होगा। इस बदलाव का मकसद यह सुनिश्चित करना है कि नए स्कूल केवल तभी खोले जाएं जब उनकी वाकई में सार्वजनिक ज़रूरत हो। इससे पहले यह प्रक्रिया सिर्फ सूचना देने पर आधारित थी।
