Legally, footpaths are public spaces for pedestrian use, but their ownership and usage rights are complex. The Supreme Court has affirmed the right to walk on safe, clearly marked footpaths as a fundamental right under Articles 19 and 21. Simultaneously, the court recognizes the right to livelihood for street vendors, protected by the 2014 Street Vendors Act. The core issue in most Indian cities is the lack of clear demarcation for walking, vending, or parking. This ambiguity leads to conflicts, often disadvantaging pedestrians.
