Newport Beach in Southern California has declared a local emergency after severe coastal flooding inundated streets, stranded vehicles, and damaged homes and businesses on the Balboa Peninsula. The city is bracing for further flooding as high surf and elevated tides continue to threaten the coastline. City officials are working to reinforce beach barriers and drain flooded roads, with approximately 15 to 20 blocks affected by water levels around 20 inches above predicted highs.
