NITI Aayog member Rajiv Gauba has advocated for significant urban governance reforms, stating that Indian cities cannot be effectively managed from state capitals. He called for directly elected mayors with five-year terms, enhanced financial autonomy for municipal bodies, and the devolution of 18 functions outlined in the 74th Constitutional Amendment. Gauba also urged states to relax building regulations, promote mixed-use zoning, and adopt the Model Tenancy Act to address the needs of a rapidly urbanizing population projected to reach 850 million by 2050.
