Indian states are projected to significantly increase their market borrowings by 25.9% year-on-year to ₹3.6 trillion in the October-December quarter, according to an ICRA report. This rise is driven by the need to refinance maturing debts and fund welfare and revenue expenditures. Twenty-six states and Union Territories have adopted the RBI's Benchmark Issuance Strategy, accounting for 77% of the planned borrowing. Net state borrowing is expected to rise 26.8% to ₹2.3 trillion after accounting for redemptions, contrasting with the Centre's reduced borrowing plans.
