UPI MDR: Govt Denies Taxing Consumers, Earnings Shared

New UPI merchant discount rates (MDR) above ₹2,000, effective October 15, will not cost consumers, government sources clarified. This 0.4% MDR applies only to person-to-merchant transactions, not person-to-person transfers. Revenue will be shared among banks, payment gateways, and UPI apps, not go to the government. The Indian Banks' Association will launch an awareness campaign to address misconceptions about this fee, which aims to create a sustainable revenue model for digital payments.
