Shah proposed a Himalayan Climate Resilience Mechanism involving Nepal, India, and China to share data, monitor glacial lakes, and improve early-warning systems. He urged global solidarity and grant-based support for vulnerable nations recovering from climate disasters, rather than additional debt.
