Enumeration Forms used in the ongoing Special Intensive Revision of electoral rolls may lack legal basis under the Registration of Electors Rules, 1960. Rule 8 of these rules prescribes Form-4 for collecting voter details, which does not include pre-printed information or requests for parent/relative details from previous rolls. In contrast, the ECI's Enumeration Forms contain pre-printed details and seek historical voter information. This deviation raises questions about the Election Commission of India's authority to use this format for including or excluding voters from draft rolls.
