Jammu and Kashmir's ruling National Conference is set to reshuffle and expand its Council of Ministers on October 27, with all five current ministers having submitted their resignations. Lieutenant Governor Manoj Sinha will administer the oath to new ministers in Srinagar. The NC's ally, the Congress, has decided not to join the government, citing the Union Territory status as the reason. Congress insists on the restoration of statehood before joining any cabinet. The J&K assembly has 90 members, allowing a maximum of nine ministers, including the Chief Minister.
