The ministry stated these insurgents had crossed into Afghanistan's Nuristan province from Pakistan between Sunday and Tuesday, with some identified as Islamic State group members. Afghanistan's foreign ministry summoned Pakistan's charge d'affaires to lodge a protest over the incident.
