Russia Exits European Anti-Torture Treaty, Ending Prison Inspections
Times of India - India · india
Russia has formally withdrawn from the Council of Europe's Convention for the Prevention of Torture, effective November 1. This action terminates the European body's mandate to independently monitor conditions within Russian prisons and other detention facilities. The withdrawal follows Moscow's notification a year prior and ends independent oversight of places of liberty deprivation in the country. The European Committee for the Prevention of Torture (CPT) noted receiving numerous torture allegations since the Ukraine invasion, but faced Russian non-cooperation for investigations.
